It's a very small problem, but definitely noticeable. And in order to do that, I had to use that soldier in every single mission I could. I was legitimately only able to keep one character that wasn't a main character leveled up enough to use consistently. The problem is, you'll constantly get replacement soldiers that are very often far superior than the soldiers you already have. You'll get to choose your team for every mission and you get replacement units after after mission that you can choose for the following levels. My only gripes with this are the progression is just a tad slow. The cutscenes and story are on par with most of the gears series, maybe just a tad shallow but that's expected. The graphics are not incredible in general but for a tactics game they are very impressive. The quality here is far and above what most games of this genre tend to be.
